Towards a Community Governance Review for Edingthorpe

Parish meetings = less Council Tax!

Special research has been conducted, which clearly demonstrates that residents of Norfolk’s rural civil parishes which don’t have parish councils are paying less money towards the parish, on their Council Tax bills, that what we are being obliged to pay, here in Edingthorpe, during 2026-27 – even where parish meetings in those parishes are providing local services.

Data was specially obtained, from all of Norfolk’s district and borough councils, about all parish precept charges for the 2026-27 tax year. The data pertaining to those civil parishes which do not have parish councils were extracted, and analysed, and compared against that for Bacton (plus that for our neighbours, Paston and Witton & Ridlington).

For 2026-27, the Bacton Parish Council decided that a household in Edingthorpe in, for example, Council Tax Band H has got to pay £73.56 towards the Bacton Parish Council.

Civil parishes without a parish council instead have a statutory parish meeting, in which the residents of the parish can meet together and decide, for themselves, how much money (if any) to raise under the parish precept. By comparison, a Band H household in one of the 43 Norfolk parish meetings which are not charging a precept, doesn’t have to pay anything towards the parish. But even if we disregard those parishes, and look just at the 14 Norfolk parish meetings which have decided to raise money through Council Tax, the calculated average among those indicates a Band H household having to pay just £39.36. In fact, individual households in 56 out of the 57 parishes in Norfolk which are served by parish meetings instead of parish councils are paying less money, towards the parish precept, than what we are paying in Edingthorpe in 2026-27. (Residents of Paston, and of Witton & Ridlington, are paying even more than we are!)

Norfolk parish meetings which are providing local services to their residents include Burnham Norton, Colney, Haveringland, and Titchwell. Individual households in each of those parishes are paying less money, towards parish precept on their Council Tax bills, than what we are paying, here in Edingthorpe, for 2026-27.
